US Youth Soccer Rules and Regulations

Southwest Washington Youth Soccer is a member of WA Youth Soccer Association which supports US Youth Soccer. Since we are under the US Youth Soccer organization, we abide by the rules and regulations as much as possible as well as player development initiatives that US Youth Soccer recommends.

Charging the Goalkeeper
The following rules apply to all competitions under the jurisdiction of the WSYSA:
  1. In all Under-11 age groups and below: No player shall make physical contact with the goalkeeper, or attempt to play the ball once the goalkeeper has control of the ball in any manner and to any degree whatsoever.
  2. In all Under-12 age groups and above: No player shall make physical contact with the goalkeeper WITHIN THE GOAL AREA, harass the goalkeeper, or attempt to play the ball once the goalkeeper has control of the ball in any manner and to any degree whatsoever. For infringement of this special Rule, an indirect kick shall be awarded.
Note: Also included in "having control of the ball" is, if the goalkeeper holds the ball on the ground with one or both hands.

SWYSA 2019 Rules of Competition Chart
U8 rules are unique to SWYSA with continued evaluation, adding a 5th player to the field (goalkeeper)
Field Sizes are recommended dimensions. Adjustments to fit physical constraints or permanent markings is acceptable.
The offside rule will not be enforced for U6-U8. However, players cherry picking or standing in front of the opponent goal will be called offside U9; Soft Offside - Allow players to be a step or 2 ahead of the opponent, but not to be positioned for a break away or "cherry picking".
Buildout line; retreat by opposing team will continue until the ball is in play by receipt of the ball by teammate beneath the build out line.
If ball is played quickly, opponent may cease retreat to buildout line when ball is received by teammate. If ball is intercepted by opposition beneath buildout line, restart of goal kick.
