Mandatory Risk Management and Certification Requirements

All Washington Youth Soccer (WYS) sanctioned events and activities; including but not limited to practices, league games, tournaments and all State Cups are required to have organizational members, staff and employees SafeSport certified and an approved national background check in Affinity.

Organizational members include but not limited to:

  • Volunteers
  • Board of Directors
  • Coaches
  • Contractors
  • Assistant Coaches
  • Employees
  • Administrators
  • Team Managers
  • Trainers
  • NON-certified referees who are minors


Any one in regular contact with amateur athletes who are a minor are required to have a SafeSport Certificate and approved RMA, prior to participation in any and all Washington Youth Soccer event or activity, per U.S. Soccer mandate Policy 212-3 and SafeSport Act 2017 Public Law (PL) 115-26.

In addition, in order to comply with HB 1824 (Concussion) and SB 5083 (Sudden Cardiac Arrest Awareness Act), Coach/Manager Training and Certificates of Completion must be completed for the following:

Concussion: Every year, each WA Youth Soccer coach/assistant coach/team manager must complete an online concussion prevention program and submit a certificate showing completion of the program to the club/association.

SCA: Every three years, each WA Youth Soccer coach/assistant coach/team manager must complete an online Sudden Cardiac Arrest prevention program and submit a certificate showing completion of the program to the club/association.
